Texas Veterans Commission must conduct a study to determine the number of veterans entitled to state or federal benefits and their locations disaggregated by county

Study must assess current number of claims benefit advisors employed and determine how many additional advisors are needed and where they should be located for efficient service delivery

Commission must consider geographic areas served by veterans county service officers and options for multi-county service locations that minimize travel times for veterans

Study must include cost estimates for implementing the recommended service delivery system, including hiring, training, equipping advisors, and office operations, with consideration of collocating advisors at existing veteran service facilities

Report with findings and recommendations due to the governor, lieutenant governor, speaker, and legislators by June 1, 2026; act expires January 1, 2027
