Allows public school campuses facing accountability interventions to elect to operate as a "community school" under their campus turnaround plan, coordinating academic, social, and health services through community partnerships

Community schools may offer programs including early childhood education, after-school and summer programs, college and career preparation, mentoring, health and social services for students and families, and parenting classes

Requires campuses electing community school status to establish a school community partnership team, partner with a lead organization experienced in community schools, and designate a community school coordinator

Mandates approval of the community school plan by at least 75% of campus faculty/staff, 75% of parents of enrolled students, and the school district's board of trustees

Prohibits the commissioner from ordering campus closure without first giving the campus the opportunity to operate as a community school and at least two years to implement the plan
