Amends the Texas Penal Code definition of "individual" to include an unborn child at every stage of development from fertilization until birth, changing the term from "gestation" to "development"

Extends criminal homicide laws (Chapter 19) and assault laws (Chapter 22) to apply equally to offenses committed against unborn children as they do to individuals born alive

Creates exceptions for unintentional injury or death of an unborn child resulting from lifesaving medical procedures to save the pregnant mother's life (when reasonable steps are taken to also save the unborn child) and spontaneous miscarriages

Repeals existing Penal Code sections 19.06 and 22.12, as well as Civil Practice and Remedies Code section 71.003(c), which previously provided certain exceptions or limitations related to abortion

Takes effect September 1, 2025, with changes applying only to offenses committed or conduct occurring on or after that date
