Changes the basis for calculating special education funding under the Foundation School Program from "average daily attendance" to "average enrollment"

Requires the commissioner to establish by rule the method for determining average enrollment for funding purposes under Chapter 46 and Chapter 48 of the Education Code

Maintains existing funding weight multipliers for various special education instructional arrangements, including: Homebound (5.0), Hospital class (3.0), Speech therapy (5.0), Resource room (3.0), Self-contained settings (3.0), Off home campus (2.7), Nonpublic day school (1.7), and Vocational adjustment class (2.3)

Applies the enrollment-based calculation to extended year programs for special education students, with funding capped at $10 million per year

Takes effect September 1, 2025
