Establishes a 12-month eligibility period for SNAP benefits once an individual's eligibility is initially established or recertified, with exceptions for certain populations

Exempts from the 12-month period individuals who expect circumstances to change within six months, elderly/disabled households with no earned income, and households with able-bodied adults aged 18-53 without dependents

Requires recipients to submit a periodic report between months 4 and 6 of the eligibility period indicating any changes in income, household composition, or residence

Allows the commission to automate processing of periodic reports where no changes are reported and to adjust eligibility periods to align SNAP recertification with children's Medicaid redeterminations
