Requires toll project entities to send toll invoices and nonpayment notices by certified mail instead of first class mail to registered vehicle owners, lessees, and new owners after vehicle transfers

Removes the legal presumption that invoices are received on the fifth day after mailing, which was previously used in prosecutions for toll nonpayment offenses

Mandates that toll project entities send at least three written notices or invoices by certified mail before taking collection actions, including referring unpaid balances to third-party debt collectors

Allows toll entities to send invoices and notices electronically instead of by certified mail if the recipient agrees to receive electronic records on acceptable terms

Applies only to tolls incurred on or after September 1, 2025; tolls incurred before that date remain subject to prior law
