Authorizes Texas A&M University at College Station and Texas State University to each establish virtual film production institutes to provide educational opportunities in virtual film production and promote industry development in Texas

Adds film and television productions to the list of eligible events under the Major Events Reimbursement Program, allowing production organizations to receive state funding when selecting Texas sites after a competitive selection process

Creates the Film Events Trust Fund to support film productions through deposits of incremental state and local tax revenues generated by qualifying productions, with disbursements available for production costs, facility improvements, and event support contract obligations

Establishes the Film Production Tax Rebate Trust Fund to provide rebates equal to 25% of incremental state tax receipts generated by qualifying film or television productions that select Texas sites through competitive processes

Expands the Media Production Development Zone program by allowing institutions of higher education to serve as nominating bodies, adding virtual production facilities to the definition of media production facilities, extending designation periods from two to four years, and removing caps on the number of designated zones and locations
