Adds retired state attorneys to the list of individuals exempt from unlawful carrying and places weapons prohibited restrictions under Texas Penal Code Sections 46.02 and 46.03

Covers retired attorneys who previously served as attorney general, United States attorney, district attorney, criminal district attorney, county attorney, municipal attorney, or their assistants

Requires retired attorneys to hold a valid license to carry a handgun under Texas Government Code Subchapter H, Chapter 411

Applies only to offenses committed on or after September 1, 2025, with prior offenses governed by former law

Reenacts and consolidates provisions from multiple bills passed during the 88th Legislature (2023) while adding the new retired attorney exemption
