Adds fetal alcohol spectrum disorder (FASD) to the list of disabilities that qualify students ages 3-21 for special education services in Texas public schools

Amends Section 29.003(b) of the Education Code to include FASD alongside existing qualifying conditions such as physical disability, intellectual disability, autism, learning disability, and traumatic brain injury

Requires that the disability must prevent the student from being adequately or safely educated in public school without special services to qualify for eligibility

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
