Defines "academic fees" as charges directly related to instruction, curriculum, or research, which governing boards may set at amounts sufficient to cover costs of providing applicable goods or services

Requires public universities to establish or recognize student governments with either a three-branch structure (elected president, senate/assembly with at least 21 members, and judicial court) or a senate/council with at least 7 members organized by academic college, residency, or class year

Mandates that nonacademic fees can only be imposed or increased with two-thirds majority approval from student government, while fee decreases require simple majority approval; governing boards are prohibited from lobbying student governments on fee proposals

Requires student government meetings on fee proposals to be open to the public with at least 7 days' notice and opportunity for public testimony, with all related documents subject to public records requirements

Repeals over 100 existing Education Code sections related to specific student fees and applies new requirements beginning with the Fall 2026 semester, with an effective date of September 1, 2025
