Requires the State Board of Education to include instruction on political ideologies that "conflict with the principles of freedom and democracy," specifically listing communism, socialism, fascism, and totalitarianism

Mandates that school districts and open-enrollment charter schools use first-person accounts as part of instructional materials when teaching about these political ideologies

Amends Section 28.002 of the Texas Education Code governing the foundation curriculum and civic knowledge requirements

Applies to public schools and open-enrollment charter schools beginning with the 2025-2026 school year

Takes effect immediately with two-thirds vote of both legislative chambers, or September 1, 2025 otherwise
