Defines "build to rent communities" as land divided into two or more rental spaces containing single-family dwellings without purchase options, and explicitly exempts them from county subdivision regulations under Sections 232.001-232.006

Authorizes county commissioners courts to establish minimum infrastructure standards for build to rent communities in unincorporated areas after holding public hearings and publishing newspaper notice

Grants specific counties (population over 370,000, bordering the Gulf of Mexico, adjacent to a county with population over 3.3 million) authority to set additional infrastructure standards for manufactured home rental communities, including lot size, road width, and ingress/egress requirements

Requires landowners intending to develop manufactured home rental communities outside municipal limits to prepare infrastructure development plans complying with county-adopted standards

Takes effect September 1, 2025, applying only to communities where construction begins after that date or after applicable county standards are adopted
