Prohibits the manufacture, distribution, sale, transport, importation, or transfer of assault weapons (including AR-15s, AK-47s, and other specified rifles, pistols, and shotguns), .50 caliber rifles, and unserialized firearms ("ghost guns") in Texas

Restricts the sale or transfer of any firearm to persons under 21 years of age, with exceptions for hunting rifles/shotguns for those 18+ with valid hunting licenses, honorably discharged veterans, and active military/law enforcement personnel

Creates a private civil enforcement mechanism allowing any Texas resident or visitor to sue violators for at least $10,000 per weapon, plus attorney's fees and injunctive relief, with a 4-year statute of limitations

Bars government enforcement of the chapter, instead relying exclusively on private lawsuits—mirroring the enforcement structure of Texas's SB 8 abortion law, and the chapter becomes inoperative if that law is invalidated

Exempts law enforcement agencies, antique firearms, Olympic target shooting pistols sanctioned as of January 1, 2001, and provides limited exceptions for firearms dealers servicing or repairing weapons
