Establishes the Texas Teacher Recruitment Scholarship Program administered by the Texas Higher Education Coordinating Board, providing up to $40,000 total ($10,000 per year for four years) or the equivalent of tuition and fees, whichever is less

Requires scholarship recipients to be enrolled in a baccalaureate degree program at a Texas public or private institution that prepares them for educator certification, and must be nominated by their institution

Recipients must graduate within five years, obtain educator certification, and work as an educator at a Texas school district or open-enrollment charter school for five years after graduation (four years if completing the teacher residency program)

Students who fail to maintain satisfactory academic progress, withdraw from the program, or fail to meet employment requirements must repay the scholarship, with exemptions available for extraordinary circumstances

Remaining scholarship funds for students who graduate early will be applied toward repayment of outstanding education loans; scholarships will first be awarded beginning in the 2026-2027 academic year
