Removes the requirement for the Texas Commission on Environmental Quality (TCEQ) to consider whether air quality permit requirements should apply only to facilities in particular geographic regions of the state

Requires TCEQ to modify rules under 30 T.A.C. Sections 106.352(a) through (k) to ensure they apply statewide rather than to specific regions, with a deadline of September 1, 2026

Maintains existing requirements that TCEQ must conduct regulatory analysis, evaluate credible air quality monitoring data, and base emissions limits on actual monitoring data rather than worst-case scenario modeling when adopting or amending permits for oil and gas facilities

Takes effect September 1, 2025
