Authorizes local governing bodies to cancel bond elections no later than 74 days before election day if the governor issues a disaster declaration within 90 days of the scheduled election

Cancellation requires a majority vote by the governing body at an open meeting, with a finding that cancellation is necessary due to damage to the election system, to protect election workers, or to protect voters from harm

Requires reasonable public notice of the meeting and access for the public and press to observe, to the extent practicable under disaster circumstances

Mandates posting notice of any election cancellation or ballot measure removal at each polling place that would have been used, during early voting and on election day

Takes effect immediately with a two-thirds vote of both chambers, otherwise takes effect September 1, 2025
