Requires the Texas Commission on Environmental Quality (TCEQ) to give priority processing to standard permit applications for rock or concrete crushing facilities from operators who have previously held such permits

Priority processing eligibility requires operators who leased land (rather than owned it) to have reclaimed the disturbed land either within 180 days after the facility ceased operations or according to the terms of their lease agreement with the landowner

Amends Section 382.05195 of the Health and Safety Code by adding new Subsection (l)

Effective date is September 1, 2025
