Expands home production of alcoholic beverages to include liquor (distilled spirits), in addition to the currently permitted wine and malt beverages

Maintains the existing limit of 200 gallons per year for personal or family use by heads of household or unmarried adults, with no license or permit required

Adds honey to the list of approved ingredients for making homemade wine, alongside fruit juices from dandelions, grapes, raisins, and other fruits

Removes the prohibition against distilling, fortifying, or otherwise altering homemade beverages to increase their alcohol content

Takes effect September 1, 2025
