Requires county voter registrars to automatically register eligible residents to vote when they obtain or make changes to a Texas driver's license or personal identification card through the Department of Public Safety

Extends automatic voter registration to eligible residents who apply for services from any voter registration agency under Subchapter B, Chapter 20 of the Election Code

Allows individuals to opt out of automatic voter registration by indicating on the form that the transaction is not for voter registration purposes or by submitting a declination form

Mandates that voter registration agencies use combined forms that integrate agency services with voter registration applications, with design approved by the secretary of state

Requires the Department of Public Safety to electronically transfer voter registration information daily to the secretary of state for all eligible individuals who apply for license or ID transactions in person, by mail, or online

Takes effect September 1, 2025
