Creates a new occupational license for music therapists in Texas, administered by the Texas Department of Licensing and Regulation (TDLR), to be known as the Music Therapist Licensing Act

Requires license applicants to be at least 18 years old, hold a bachelor's or graduate degree in music therapy from an approved program, pass the Certification Board for Music Therapists examination, and complete a criminal background check

Establishes a seven-member Music Therapist Advisory Board consisting of four licensed music therapists, one physician or health professional authorized to refer patients for music therapy, and two public members who are current/former recipients of music therapy services or their parents/guardians

Allows music therapists to provide consultation, evaluation, preventative care, wellness care, education, and specialized support without a referral, but requires a referral from a physician or health professional for treating specific health conditions

Licenses expire after two years and require renewal; the licensing requirement takes effect September 1, 2026, with TDLR required to adopt necessary rules and fees by April 1, 2026
