Establishes statutory definitions in the Texas Government Code for sex-related terms: "male" and "man" as individuals whose reproductive system is developed to fertilize ova; "female" and "woman" as individuals whose reproductive system is developed to produce ova; "sex" as biological sex, either male or female

Defines "boy" as a male child, "girl" as a female child, "father" as a male parent, and "mother" as a female parent for purposes of Texas law

Requires all governmental entities collecting vital statistics information identifying sex (for antidiscrimination compliance, public health, crime, economic, or other data purposes) to identify each individual as either male or female

Declares in legislative findings that individuals with disorders of sex development or intersex conditions are not considered a third sex and must receive accommodations under state and federal law

Passed the House 87-56 on May 12, 2025, and the Senate 20-11 on May 28, 2025; takes effect September 1, 2025
