Prohibits school districts and open-enrollment charter schools from releasing a student to their parent before the end of the instructional day after school-initiated communication if the release is used as a discipline management technique

Prohibits early release of a student following school-initiated communication when done as a reaction to behavior that impedes the student's learning but does not violate the student code of conduct or require teacher removal from class

Allows exceptions for early release when a student is formally suspended or expelled under existing Education Code provisions

Defines "parent" to include any person standing in parental relation to the student

Applies beginning with the 2025-2026 school year, with immediate effect upon two-thirds legislative approval or September 1, 2025
