Requires retailers to verify age with valid government-issued photo identification for anyone appearing younger than 30 years old

Creates an exception for active military members aged 18-20 who present valid military identification

Holds retail agents and employees criminally responsible for violations, and requires retailer owners to adequately supervise and train staff on age verification
