Texas Education Agency must collaborate with Health and Human Services Commission and Texas Workforce Commission to develop and implement a strategic plan improving early learning opportunities for young children with disabilities or developmental delays

The plan must address inclusion strategies for children with disabilities in prekindergarten programs, early childhood special education settings, and subsidized child-care programs, while identifying existing barriers and necessary policy changes

Required plan components include recommendations for improved provider staffing and training, effective use of existing funding, streamlined transitions between early intervention and special education programs, and better collaboration between child-care programs and public schools

The strategic plan must be signed by commissioners from all three agencies and updated every four years, with submissions to the governor, lieutenant governor, and speaker of the house

Initial strategic plan due by September 1, 2026; bill passed the House 121-24 on May 7, 2025 and the Senate 30-1 on May 25, 2025
