Requires the State Board for Educator Certification to create bifurcated (split) supplemental certificates for bilingual education instruction—one for teaching students in 6th grade and below, and another for teaching students in 7th through 12th grade

Supplemental bilingual certificates must be tailored to align with the grade levels covered by the teacher's primary teaching certificate

Allows candidates who fail the Bilingual Target Language Proficiency Test to retake only the specific sections/domains they did not pass, rather than the entire exam

Permits candidates retaking failed portions of the proficiency test to demonstrate language skills through fewer components, including eliminating the lesson plan preparation requirement for certain failed domains

Takes effect September 1, 2025, with the State Board for Educator Certification required to propose implementing rules as soon as practicable
