Toll projects must be maintained without tolls once acquisition and construction costs are paid and all bonds (including interest) have been paid off or sufficient funds have been set aside in a trust fund for bondholders

Toll project entities are prohibited from amending financing or other agreements in ways that would extend the date by which tolls must cease

Once tolls end, projects transfer to either: the state highway system (if the Legislative Budget Board determines the state has resources to maintain it), a county road system (if a county requests and receives LBB approval), or remain with the current operating entity toll-free

Eliminates provisions allowing surplus revenue from one toll project to be used to pay for bonds or costs of another toll project, requiring each project's revenue and disbursements to be kept separate

Requires the Texas Department of Transportation, in consultation with the LBB, to complete a study by September 1, 2026 identifying all toll roads in Texas, projected dates for toll cessation, and estimated maintenance and operation costs for adding each road to the state highway system
