Expands the definition of "veteran" for Veterans' Land Board loan eligibility to include members of state-organized military forces who have served 184 days or more on a mission to secure the Texas-Mexico border

Requires border security service members to not have been dishonorably discharged and to not be current members of the Texas Legislature to qualify for loan eligibility

Maintains existing eligibility requirements including Texas residency at time of enlistment or for at least one year before application, and current Texas residency at time of application

Takes effect September 1, 2025
