Prohibits Texas public institutions of higher education from offering any certificate programs, degree programs, majors, minors, or courses in lesbian, gay, bisexual, transgender, or queer (LGBTQ) studies

Bans certificate programs, degree programs, majors, minors, or courses in diversity, equity, and inclusion (DEI), including those promoting differential treatment based on race, color, or ethnicity

Requires all higher education programs and courses to comply with the position that there are only two sexes (male and female) that are not changeable

Mandates annual compliance audits by the state auditor, with institutions losing state funding until they comply if violations are found

Establishes employee penalties including unpaid leave for one academic year for a first violation and termination for subsequent violations, with the Texas Higher Education Coordinating Board maintaining a list of disciplined employees who cannot be hired by any public institution for up to five years

Takes effect for the 2026-2027 academic year
