Changes diligent participation credit from discretionary ("may") to mandatory ("shall") for defendants confined in state jail felony facilities who participate in educational, vocational, treatment, or work programs

Eliminates the requirement for a court judgment finding that a defendant is "presumptively entitled" to diligent participation credit before credits can be awarded

Removes the condition that defendants must not have been subject to disciplinary action to qualify for the credit, though credits still cannot be earned during periods of disciplinary status

Maintains the existing cap limiting time credits to no more than one-fifth of the original sentence, and specifies that credits remain a privilege, not a right

Applies only to offenses committed on or after September 1, 2025; offenses committed before that date remain subject to prior law
