Establishes an expiration date of September 1, 2025, for the authority of municipalities to remove territory from emergency services districts and become the sole provider of emergency services to that territory

Amends provisions for three specific special districts (Sections 8437.002, 9036.002, and 9042.002 of the Special District Local Laws Code) to allow disannexation procedures to continue notwithstanding the new expiration date

Modifies Water Code Section 49.353 to preserve the ability of districts to disannex territory from emergency services districts when entering strategic partnership agreements with municipalities that include fire-fighting services, despite the general expiration

Repeals Section 775.0235 of the Health and Safety Code

Takes effect September 1, 2025
