Prohibits wireless telephone service providers in Texas from knowingly providing services to mobile devices they know or have reason to believe are stolen

Requires wireless providers to suspend or cease service to a mobile device upon receiving notification from the authorized customer that the device has been stolen

Mandates mobile device manufacturers selling devices in Texas to equip them with technology that allows authorized customers to render stolen devices completely inoperable

Defines "authorized customer" as either the account holder for the wireless service or the owner of a prepaid phone

Applies only to mobile devices manufactured on or after September 1, 2025, when the act takes effect
