Creates an exception for firearm transfers to persons under 21 when necessary for official duties as a peace officer or member of the U.S. armed forces or state military forces

Classifies a violation involving transfer of a handgun to a person under 21 as a state jail felony, while other violations remain a Class A misdemeanor

Applies only to offenses committed on or after September 1, 2025
