TX HB2382

Expands the prohibition on transferring firearms to include selling, renting, leasing, loaning, or giving firearms or ammunition to anyone the person knows or has reasonable cause to believe is prohibited from possessing them under state or federal law

Creates a new criminal offense for purchasing or attempting to purchase a firearm with intent to deliver it to someone known to be legally prohibited from possessing firearms (addressing "straw purchases")

Removes the previous 5-year time limitation that restricted firearm sales only to felons within 5 years of release from confinement or supervision, expanding the prohibition to cover all persons legally barred from possession

Classifies the new offenses of transferring firearms to prohibited persons and straw purchasing as state jail felonies

Applies only to offenses committed on or after September 1, 2025
