Expands exemptions from county plat requirements for landowners dividing tracts outside municipal limits who do not lay out streets, alleys, squares, parks, or other common areas intended for use by lot purchasers or adjacent property owners

Maintains existing exemption for agricultural, farm, ranch, wildlife management, or timber production land from county platting requirements

Preserves exemption from plat requirements for subdivisions where all lots exceed 10 acres, provided no common infrastructure or public spaces are created

Clarifies that commissioners courts in priority groundwater management areas may adopt water availability requirements for platted areas, notwithstanding general subdivision regulations, to protect sustainable water supply

Takes effect September 1, 2025
