Prohibits citizens of China, Iran, North Korea, or Russia from purchasing or acquiring title to real property in Texas, unless they are also U.S. citizens or lawful permanent residents

Bars governmental entities, companies headquartered in, controlled by, or owned by individuals from these four countries from acquiring Texas real property

Defines "control" as ownership or voting power of 50 percent or more of outstanding voting interests in a company or entity

Prohibits Texas governmental entities from entering into contracts or agreements payable with public money with adverse foreign entities or citizens of the four named countries

Takes effect September 1, 2025, and applies only to property acquisitions and contracts made on or after that date, with prior transactions governed by existing law
