Requires all Texas municipalities and counties to request and enter into 287(g) agreements with U.S. Immigration and Customs Enforcement (ICE) to authorize local officers to enforce federal immigration law

Mandates that agreements specify the scope, duration, and limitations of the immigration enforcement authority granted to local personnel

Authorizes the attorney general to sue non-compliant municipalities or counties in Travis County district court for injunctive relief, with recovery of court costs, attorney's fees, and investigative expenses

Imposes a penalty of losing all state grant funds for the fiscal year following a final judicial determination that a municipality or county failed to comply with the agreement requirement

Directs the comptroller to adopt rules ensuring uniform implementation of grant fund denials across all state agencies, with the act taking effect immediately upon two-thirds legislative vote or September 1, 2025
