Establishes a Prekindergarten Community-Based Child-Care Partnership Grant Program administered by the commissioner to support school districts and open-enrollment charter schools in partnering with community-based child-care providers for prekindergarten classes

Allows school districts and open-enrollment charter schools to apply for grants in partnership with community-based child-care providers to fund prekindergarten enrollment

Limits eligibility to children who are at least three years of age and receive subsidized child-care services through the Texas Workforce Commission's child-care services program

Caps program enrollment at no more than 3,500 children per school year statewide

Requires the Texas Education Agency to submit annual reports to the legislature on the number of children enrolled through the program, with implementation beginning in the 2025-2026 school year
