Requires counties with a population of 3.3 million or more to have all five members of the commissioners court present to levy a county tax

Allows a tax levy vote with only four members present if the absent member submits written notice of absence for illness or other good cause before the meeting convenes

Maintains the existing standard for smaller counties, which allows tax levies when at least four commissioners court members are present

Applies only to commissioners court meetings held on or after the effective date

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise September 1, 2025
