Amends Section 32.028(c) of the Texas Human Resources Code to modify how Medicaid reimbursement rates are determined for medical assistance

Specifies that fees, charges, or rates for medical assistance must be the usual and customary rate prevailing in the community, unless limited by state or federal law

Excludes fees, charges, or rates offered through monthly fee-based membership discount programs from being used to determine Medicaid reimbursement amounts

Requires state agencies to request federal waivers or authorizations if needed before implementing provisions, allowing delayed implementation until approval is granted

Takes effect September 1, 2025; passed the House 110-26 on May 2, 2025, and the Senate 30-1 on May 23, 2025
