Increases criminal penalties for sex offenders who fail to comply with registration requirements by elevating repeat offenses to the next highest category of offense (changed from "next highest degree of felony" to broader "category of offense")

Applies enhanced penalties when a person has a prior conviction for failing to comply with sex offender registration requirements

Applies enhanced penalties when a person fraudulently uses identifying information (identity theft under Section 32.51, Penal Code) while committing or attempting to commit a registration violation

Takes effect September 1, 2025, and applies only to offenses committed on or after that date

Passed the Texas House 141-0 on May 14, 2025, and the Senate 31-0 on May 27, 2025
