Expands eligibility to operate open-enrollment charter schools from only public colleges/universities and junior colleges to include all institutions of higher education and private or independent institutions of higher education

Allows public institutions of higher education to operate charter schools on their campus or at any location in any county in the state

Permits private or independent institutions of higher education to operate charter schools on their campus or within the same county where their campus is located

Requires charter schools to include innovative teaching methods, faculty supervision with education expertise, specific performance goals (including dropout recovery), objective assessment standards, and business office oversight from the sponsoring institution

Applies only to charter applications filed on or after the effective date, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
