Provides $500 allotment per student for full individual and initial special education evaluations, and increases the dyslexia allotment multiplier from 0.1 to 0.5 of the basic allotment

Creates grant programs to reimburse districts for hiring retired special education teachers (covering pension contribution costs) and to increase qualified special education staff including teachers, paraprofessionals, and therapists

Increases funding caps from $10 million to $20 million annually for extended year special education programs, sets special education transportation reimbursement at $2 per mile, and raises the outcomes bonus for special education graduates demonstrating college/career readiness from $2,000 to $5,000
