Requires each public institution of higher education in Texas to designate an employee with expertise in Title VI of the Civil Rights Act of 1964 to serve as a Title VI coordinator

Title VI coordinators must oversee institutional compliance with Title VI, promote equal access to programs and activities, and provide training and educational resources on Title VI law

Coordinators are responsible for documenting and investigating complaints alleging Title VI violations and maintaining records of complaints received and investigations conducted

Applies beginning with the 2025-2026 academic year

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
