Amends the Seller's Disclosure Notice to require sellers to disclose knowledge of the entity that regulates the water supply, the entity responsible for billing water use, any excessive water use fees or pricing tiers, and the entity responsible for maintaining the water service line to the property

Creates a new requirement for sellers of residential real property (single dwelling units) to provide purchasers with written notice describing groundwater and surface water rights conveyed with the property

Requires the Texas Real Estate Commission to develop and publish the form for water rights disclosure, including whether groundwater or surface water rights are included, whether water wells exist on the property, and information about any applicable groundwater conservation or subsidence district

Allows purchasers to terminate a contract within 7 days of receiving the water rights notice if the seller failed to provide it before the contract's effective date

Applies only to property transfers occurring on or after September 1, 2025
