Expands the Texas State Affordable Housing Corporation's home loan program eligibility to include municipal employees, nurses, and social workers, in addition to existing categories (fire fighters, corrections officers, county jailers, public security officers, peace officers, emergency medical services personnel, professional educators, and veterans)

Increases the income eligibility threshold for the home loan program from 115% to 140% of area median family income, adjusted for family size

Clarifies the corporation's statutory purpose to explicitly list individuals and families of low income, very low income, and extremely low income as separate categories of beneficiaries for housing assistance

Expands the corporation's mortgage banking operations to serve both low-income individuals and persons eligible under the home loan program (Section 2306.5621)

Takes effect September 1, 2025
