Texas Coordinating Council for Veterans Services must establish a workgroup to assess the feasibility of using surplus government property (unused federal, state, or local buildings and land) to provide housing for homeless veterans

Workgroup membership includes executive heads or designees from the Texas Veterans Commission, General Land Office, Veterans' Land Board, and Texas Department of Housing and Community Affairs

Assessment must evaluate surplus property availability, identify potential funding sources (federal historic tax credits, housing tax credits, corporate/private donations, tenant rent payments), and determine which veteran subpopulations would benefit most

Workgroup may consult with local housing authorities, affordable housing developers, and organizations with expertise on veteran housing needs

Report due to the legislature by November 1, 2026; the Act takes effect September 1, 2025, and expires September 1, 2027
