Expands eligibility for financial assistance under the aviation facilities capital improvement program to include commercial service airports that are jointly managed with a public agency of another state and serve a county adjacent to the Texas border

Maintains existing eligibility for airports located in Texas-Mexico border counties with populations under 300,000

Requires any funding to be consistent with federal funding restrictions

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
