Applies only to emergency services districts located entirely within counties with a population exceeding 3 million (currently only Harris County in Texas)

Requires the district board to post the proposed annual budget on the district's website at least 72 hours before the meeting to adopt it

Allows budget adoption to occur at the same meeting where the board sets the tax rate, provided notice requirements are met

Establishes that budget amendments after initial adoption must be posted online 72 hours in advance, include specific public notice language encouraging review and comment, and require approval by at least 3 board members

Takes effect September 1, 2025
