Requires the Texas Education Agency (TEA) to prepare a report identifying all federal and state public education mandates that apply to Texas school districts

Defines "public education mandate" as any requirement from statutes, rules, orders, or ordinances that forces school districts to spend revenue they otherwise would not have spent

Report must include for each mandate: the authorizing law, funding status (fully funded, partially funded, or unfunded), funding source (state, federal, or both), estimated costs to the state or districts, any duplication or conflicts with other mandates, and recommendations for revision or elimination

TEA must solicit input from school districts, district employees, and other interested parties when preparing the report

Initial report due to the governor, lieutenant governor, speaker of the house, and relevant committee chairs by December 1, 2026, with ongoing updates to be published on TEA's website
