Expands authority for county commissioners courts to contract for solid waste collection, handling, storage, and disposal services in municipal extraterritorial jurisdiction areas where the municipality does not provide such services

Adds eligibility for counties with population under 1.3 million that contain a municipality with population of 750,000 or more (in addition to existing eligibility for counties over 1.5 million where 70% reside in a single municipality)

Creates a criminal offense for intentionally or knowingly burning household refuse outdoors in unincorporated areas of newly eligible counties if the commissioners court has established a mandatory solid waste program benefiting that lot

Applies criminal offense provisions only to conduct occurring on or after the effective date, with prior offenses governed by former law

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise September 1, 2025
